In an attempt to keep the market well informed MT gave today's date as the expected date of signing the agreement. Unfortunately because he gave a date he's obliged to explain why it hasn't been signed today.

As the negotiations are ongoing I guess the best he could say is "soon"
Have patience, or get out. Personally I think on balance that it's good news.
