I think this is huge news, I'm surprised it's not price sensitive! I read this as we now have enough potential funding from grants / loans that we no longer need to give away part of the project (and avoid a huge dilution) in order to get the initial funding.
I think Gero's original spreadsheet had something like 30% dilution of the initial vittangi project? That just potentially went to 0%, meaning the value of the initial project to shareholders from that spreadsheet just went up by 30%!
