I understand the confusion. But the final step is usually the environmental permit. Talga still needs the Exploitation Permit (Extraction Permit) approval first.
Talga submitted both the Exploitation Concession Permit and Environmental Permit applications in May 2020. It would be unusual to get environmental permit before the Exploitation Permit.
