because mining permit still on hold for the final decision. Once permit grant in force or what ever way. The whole project can go ahead. Then the 70mil euro funding will release step by step. And other funding will follow with no worries about frozen project.
everything stuck here because of the permit. That 70 mil euro will never send to TLG without the mining permit.
but from current information, I think permit will grant soon enough after so many delays.
