I believe the scaled up production of the EVA plant refers to increasing the output from the stockpiled trial material to advanced qualification testing. MT mentioned in the webinar that some parties are at B stage qualification and some are more advanced at C Stage qualification. As the parties move from B to C stage qualification they will need increasing volumes of Talnode-C for qualification. I don't see the EVA plant putting out truly "commercial" scale quantities of Talnode C and will be reserved for progressing qualifications.
The point you highlighted in the image I believe refers to them having completed the operational and quality control in the EVA plant so they are ready for the full commercial Talnode-C 19.5ktpa plant which Talga are still planning for 2024. My read - basically we're pretty well ready to go with 1, 2 or 3 customers and once we get permits and funding sorted we can build this commercial plant and start selling the stuff!
