Well, there can be no progress without a court decision to proceed.
They can leave it for months/years.
They can say yes proceed with conditions.
They can say proceed as per submission
They can say further submissions are required to meet specified conditions
They can say the proposal is not acceptable.
etc.......
in the meantime, all and sundry are getting their knickers in a twist whilst looking at the alternative possibilities.
