Schedule 4 only affects surface mining anyway. In other words, the minerals remain owned by the Crown but normally they simply can't be accessed.
I get the sense after reading the Crown Minerals Act that Schedule 4 wouldn't actually affect NTL anyway.
We have an existing underground mine with existing road access and existing underground shafts. Doesn't really fall within the scheme of Schedule 4, so I think it's not as much of a big deal as the PK liars want to pretend it is.
