Wot seems to assume (and state) STX knew their announced timelines were impossible - but told the story anyway to advantage themselves. He assumes they were lying, and he stated that assumption in his post.
I find the 'inclement weather' excuse to be less plausible than, 'angels did it', or 'my dog ate my homework'.
Why? Walyering remains unfinished. Despite ample time, and numerous changes in weather...
That makes every past excuse harder and harder to believe.
A lot of people believe in angels, but very few can believe this 'inclement weather' was causing delays.
