will the World Bank pull funding if they don't act responsible?

as the world bank is sort of the deciding committee, re annulments, payment awards etd,
seems the Gov has dragged it feet, maybe to get that 1 bil funding from them, and then act in good faith to be seen to do the right thing, but they renig
after getting the 1bil, what course of action does the world bank have to get that back?
i billion of part thereof , will keep corrupt pollies out of jail, retired, for a life time, so not skin if they disappear, not the first foreign aid to go astray
