The announcement omits to mention the other two Bills.. One that nationalises all in ground, mined and processed resources and the other that imposes a 16%-50% undilutable government ownership in any special mining licence and mining licence.
This announcement seems to brush up against legal advice and it is woefully incomplete. Read all 3 Bills for yourselves. It wreaks of refusing to go into halt like everyone else to keep the SPP alive.
