The govt will spend time finding its feet with new legislation and implementing. As mentioned - they cant go too hard because they want the income. I expect that this legislation will be very grey and very negotiable initially and will likely be reviewed many times before fixed - a line in the sand was needed though. Not fair on the Tanzanian people otherwise.
It all comes down to fairness - I think some mining companies have taken advantage of the loose legislation over the years and that has come to a head.
