The idea that the ban exists in regulations that do not currently exist is bizarre and unusual.

Even if we entertain your excuse for the potential shortcoming of paragraph 6 of the MNS announcement, it is pretty obvious that if the regulations don't exist then there is no ban in regulations.

As for your interpretation of point 5, all I'm seeing is a watery justification as to why the original MNS BFS numbers are priced too high if we later find out that the BFS numbers are priced too high. In other words, perhaps it wasn't a financially sensible option for potential financiers to lend on a BFS with the concentrate prices the way they were.
