    It is a immutable constitutional fact that regulations are subservient to legislation. Regulations must be consistent with legislation. Regulations may only be made by Executive government when the Legislature (Parliament) calls for regulations via legislation.

    In other words, regulations serve only to fill the functional gaps left by legislation when Parliament expressly allows.

    So in answer to your question the answer is a qualified "yes" in that regulations can only be the framework for specific matters within legislation.

    The upshot being that there is no legislative or regulatory ban on the export of flake graphite concentrate.
