From my limited interpretation and all IMO, beneficiated product can be exported. Where unprocessed graphite concentrate does not qualify for export I would imagine processed graphite would be eligible for export. This would include spherical graphite as well as expandable graphite and graphene IMO. As long as the beneficiation takes place in Tanzania and the companies are not looking to export unprocessed concentrates for beneficiation outside of tanzania, should all be fine. However I can not find anything (haven't really had a chance to look) that actually defines "processed" or "beneficiated" so at the moment up to interpretation at exactly what point export eligibilty is acheived
