not sure about the IBC making an offer... they may not have the funding.
Dodo guy has enough of a position to block compulsory acquisition which protects his position from being acquired on the cheap. This may be the maximum position he is willing to take. There is still risk of retail industry further declining and I don't believe he has experience in fashion industry.
