CE doesn't need ALL this gas [NWE / STX /WGO] for MIN's purposes so he must be thinking exporting the gas and for this he needs government approval. So far only BPT / Mitsui [Waitsia] have received such approval.
My memory is that the MIN shareholders are anti fossil fuels so if this is CE's goal then likely that it's subsidiary Energy Resources will be split from MIN and be the energy side of the business to keep shareholders happy
