What you'll find is that Tata is paying but as its for one site, its not big $.
What I also think is the case is that Tata would have been pushed (or forced) to take up something to improve air quality tracking in order to manage it better. A google search will show that Port Talbot has one of the lowest air quality ratings in Wales. It is practically a steel mill town.

A regularly flagged customer, Morning Star Food processing, was essentially pushed the California state/country regulatory authorities to implement better air pollution management which resulted in them packing up Odotech (as evidenced below).
