Trading halts are only required if information has a chance to make it out prior to the market. So for decisions pending with a time for board meetings and discussions when information has become available.
Trading halts are exciting at times for holders and gets some interest going but they are not necessary all of the time, nor is there a purpose for the company to just request TH's willy nilly.
