Nope, they're not obligated to do anything, they only had MOUs organised with a small company from Australia that was unable to tell us in a Q and A how much primary iron they've produced with matmor. They had no binding agreement and MNDC had alternatives with companies with a track record of success and aptitude for getting projects moving.

The problem isn't the partner, the punters chose their partners and they stuck with them. Even if they do chose a bad partner then you better get out of that deal as fast as possible instead of wasting millions of dollars and years of time. Every business deal isn't successful but it's far better to fail quickly in deal making than fail slow, the punters of Punt Road don't seem to understand this.
