Anecdotally (and generalising heavily) I'd suggest that CFOs succeeding CEOs can tend to focus on costs at the expense of sales and growth (costs over vision, short over long term) but obviously depends on the individual. In this case I can't really comment.
Wasn't Penn the CFO himself before becoming CEO?
