Yeah Cpago55 a relevant post. I'm guessing battery backup of the cells is either absent or of insufficient capacity to last beyond x hours when say 10x or more is required. This is especially the case now with greater frequency of weather systems that cause extensive damage to electrical infrastructure resulting in extended mains power outages. When this scenario has played out previously, portable gensets have been installed at effected cells. I'd suggest the neccessary battery upgrades are of such importance to effected communities, government needs to step in with the required funding.
