Fully agree with you on that one. Would have been too many fingers taking fees out of such a set up and shareholders ending up with the crumbs. I think this could be a ploy by the NBN to bargain Telstra down in the payment structure so approval can be given. Hope Telstra is not dumb enough to fall for it.
