Defence can separate out carriage from ALL other services that TLS deliver across Defence bases. Therefore this is open to other vendors to install and maintain - being NEC; unisys; Fujitsu etc..
Carriage will always sit with TLS is my understanding, it is the other on base activities TLS conduct is 100% open to tender if Defence ever decide to take this path.
