They will probably need Funding & FID before they lock anyone in, unless they are giving purchase orders for infrastructure subject to funding, which IMO would be worthless, especially to contractor as the elephant is still in the room... how to pay for same. Gotta get the horse in front of the cart..... not having a dig, just putting it down how I see it.
