How about Occam's razor?
The head office was overseas and found that ASIC wanted it to be accountable directly with an Australian director/base, rather than overseas. Empire Capital Partners incorporates Empire Equity Ltd to comply. ASIC provides AFSR license following compliance.
The reason the company 'could' be involved with a scam according to this listing? It's not licensed in Australia.
Maybe the use of overseas email addresses causes this warning - explained simply by the fact overseas offices assist in operations & have correspondence that doesn't end in .com.au, therefore causing people to assume that it is purely an overseas entity.
