Forgive me if i'm wrong badhan,
but 1) SRC are behind the separation plant not the extraction plant. The extraction plant is cheetas and all costs ($5.25M) are born by them. SRC aren't going to be constructing or operating it.

3) again, SRC aren't operating the extraction plant, so not sure why they'd be doing our work for us.
