No surprise this has all fallen over. It seems Development Victoria was very firm on the covenants for use of this site. In all reality, the property was probably sold cheaply to BEE given the scale of commitments made by BEE as part of the purchase, so re-selling for a big profit, having done nothing to improve the site (or even make a planning application) was never a possibility.
