Do you know the background to that decision, I don't outside of speculation but it's hard to draw the bow that its a positive for license values? Also the decision to allow locals to enter and gamble is something that has been discussed for many years and progress has been very slow. Restrictions placed on locals will be high and locals unlikely to be major contributor in the foreseeable future.
