Yes Mr Cod - That's what I would have thought would be a reasonable outcome - but as it hasn't happened and so why I have come up with the idea governments want to take this up so - cant be half measures - all boxes ticked before green light and gov't adoption.
Either that or gross corruption as suggested by so so many here....
