You are on the wrong tram. FML doesn't call any shots, SD has major say AFTER they have read the chicken entrails from Beijing. With real estate tanking and cooked books everywhere at every level, the idea that SD has appetite to spray money around is less than zero.
I conclude SD was given a mandate to establish a beach head in Australia This done, their latest was to fortify their position.and increase holding on the cheap. They also put some reality to what likely exists rather than rhetoric - but not too much to attract hyenas.
