It does seem as though Theta has a significant number of major shareholders from Hong Kong, and some representation on the Board. Shandong, however, is from a very different part of China. My understanding is that Shandong comes from a very conservative, cautious, part of China - as is evident in their slow progress to resumption of mining. Hong Kong is much more the entrepreneur centre, as evidenced by what seems to be avery opportunistic bid. Still, if they can take LM3 shares of the FML register, that would be a great thing, as I am sure their steady sell-off is what is depressing the share price.
