TF, I think a proxy can vote on behalf of more than one member, but the the reality is, yes, one member (one SHder) needs to find one (but can have a maximum of two) proxys to vote.
This is because rule 11.7 of the constitutions states: A proxy may vote on a show of hands but a person holding a proxy for more than one Member has only one vote.
