As per the contract, a dispute is not allowed to interfere with progress of the project. Bills have got to be paid.
Perhaps the dispute resolution can proceed in the background and if COB can be convinced that it wasn't actually the manager and BPL should be allowed to free carry and pretty much halt all works so BPL can "live within their means"... Then they will hand BPL back their %.
