Looks like a cross ramp to SUR to me, and why should someone listen to anyone who confuses the Sirkit field with CVN's assets. You sound about as trustworthy as your namesake, him who would find WMD under his bed (well scattered across his homeland anyway).
If the Hartleys report becomes publicly accessible then I might peruse it, however they've consistently been wildly wrong for over 3 years. Meanwhile not taking any unreliable third parties muddled cryptic take on it seriously.
