Doesn't matter. The electricity still has to go via the power lines. When you get large volumes of rain and higher than normal winds you will most likely get power outages...doesn't matter where you are.
Can be anything from dust build up over a long period of time followed by very heavy rain which causes shortages in transformers to wildlife seeking refuge in transformers causing a shortage or foliage falling over power lines etc. etc. etc.
I'm sure that people who live in the "big smoke" experience similar circumstances from time to time. It's just that power outages in more remote areas rather than large cities take a little more time to resolve but resolved they are .
