Cultivation licence in 'assessment phase' is a positive as when THC's recent 2 manufacturing licences been in assessment phase, it was only couple months before issued.
As nothings for certain with ODC, I'd still say by years end Cult Lic to arrive no problem, October latest I'm calling, then permit by years end maybe.
