I believe MTR are responsible for selling down to have avaliable cash. Strategy is to create high demand by driving the price down. However, retail doesn't seem to be biting at it with a thick sell side. Strategy might shift to remove the sell orders to let it run high, from which they can sell it down from. In my opinion.
