…. and how ionic it is determines the level of acid required. I think the examples you are referring to have very low ionic component which then requires very high acid component to seperate REE, which also has a very high cost attached to it. So that test of how ionic is critical.
The reality is its not an us vs them scenario. In actual fact the more sources of REEs the better, to justify the build of processing capacity and downstream activities.
