Wrong. The permitting process has already begun, as per the recent video where Dave mentions that the back end environmental work which comprises the bulk of time required for permitting has been going for a while. If they put out a PFS level study at the end of this year, they will have already completed 18 months of the permitting work required for the environmental side. This is mentioned around 3:53.
