The Thirteenth Supplementary Prospectus sounds like some Hollywood horror/thriller movie along the lines of "The Number 23" or "Seven". Now the Americans do consider the number thirteen to be unlucky to the extent of not having a floor thirteen in some buildings. CGB could have skipped this number and gone straight to fourteen.
