Basically the federal government wants to fast track mines for strategic resources, in the case of AW1 with DSO this means we can get it done pretty fast since the biggest obstacles which normally prevent mining are not present here. No tailings, no indigenous groups to deal with, crown land ect...
From the local government side, Nunavut now gets royalties and is heavily incentivised to encourage mining from a financial perspective as where else will they be getting cash from up there?
There's more articles about how individual members in the government are pro-mining as well.
But basically the situation is very bi-partisan and positive in Canada for mining associated with the green revolution. It was pretty shit in the past and takes ages to permit stuff, but it will be getting a lot better with the new laws being passed.
Also as mentioned above, AW1 is in a unique spot where the permitting we require is not the full process and therefore will be much quicker even if none of this was going on.
