I have some thoughts,

Yes they have enough capital backing to complete the new plant based on future copper cathode production, if you like a lien on production going forward.

What I think they don't specifically have is any additional cash for exploration activities.

Seeing how Brad Marwood works I expect that he would like to run an exploration program as the same time that he is building a plant and this (proposed) raising will enable him to do that.
also he probably wants to shore up the balance sheet against any future emergencies for the coming 24 months while the stock price is solid.

Still not all bad news and has some ongoing upside.

Just speculation of course.
