Easier for gov to do nothing and to defer/avoid decisions.... they are all care no responsibility...
Management have also dropped ball. Snakes and ladders my behind.. if they read the process or even better... engaged an expert they would have been home by now instead fumbling through and trying to sneak it under a minor amendment.
