It's as unprecedented as a vanilla NOPTA application that carries NOPTA recommendation of approval being sidelined for 4 years including a PM who secretly swore himself in to over rule the responsible Minister. That the BOD have moved ahead with the NOPSEMA process despite still waiting for the NOPTA decision is sensible IMO.
