@HoodlumThere a few people on here, and on the BPH threads, that support the "delay" theory. I can't have it.
Firstly, there is evidence that the decision making process commenced in April 2024. If the intention is to delay until after the election, what would be the purpose of commencing the process in April 2024 which is 12 months out from an election?
Secondly, Anthony Albanese stood on Terrigal Beach in the lead up to the 2022 election and promised to "kill PEP11". To go to the 2025 election without fulfilling that promise is political suicide. The "broken promise" or "weak leadership" will be seized upon by his opponents.
I have no doubt that the ALP's intention is to hand down the decision by Christmas so that PEP11 is taken off the table as an election issue. JMO.
