Quite a lot of people seem to think FAR is going to make a DOC. Correct me if I'm wrong but FAR cannot independently make a DOC. CNE is the operator and it will be them that make the DOC.
All FAR have stated is that they will provide a statement on the commerciality of SNE. This is a long way from a DOC.
However, you have to wonder why they would do this, what would be the purpose? Given what has been going on for the last 6 weeks you might think it has something to do with showing potential backers that they are buying into a very profitable business.
As for being the operator, in my opinion and based on no knowledge at all, I don't think FAR want this. However, if I'm correct, COP or whoever buys their share, only has the option to become operator. That is, they don't have to become operator. So FAR could pick up the 35% and leave CNE as operator.
