Mostly just leading tactics to try and get the buy stacks to move up in value, but you've got the general gist of it.
If all the orders are sitting at .01 pre open and you want to jump the queue, you can put in your buy order at .011. Difference being everyone can see it pre open rather than it just getting filled immediately if the market were open.
I've never done it, but I'm assuming people think that traders will look at the buy/sell stacks and get buyers panic and potentially jump in at the higher value. Works occasionally, but generally an exercise in futility, as illustrated today (all the buy orders at .011 and .012 got removed).
