As a matter of interest, the 10% referred to in the announcement is standard for operating in Mauritania.

    https://minerals.usgs.gov/minerals/pubs/country/2010/myb3-2010-mr.pd
"In 2009, the mining laws were modified to give the Government the right to a 10% free-carried interest in any company that is awarded a new mining license. Only a Mauritania registered company can hold a mining license. The Government also has the option to acquire an additional 10% paid interest in the operating company, although the law is vague on how this option is to be implemented (Sphere Minerals Ltd., 2010)."

The country is heavily dependent on mining revenues with around 10% of GDP through these interests.
In addition there will be a royalty paid on U production which is around 4% if memory serves.

The Govt will have a strong incentive to see this project come to production, and if our management team brings Tiris to successful production it will be the beginning of a fruitful relationship where we get access to more and more resource.

I think this is the start of something much bigger than simply Uranium oxide production.
