in my view it's quite simple, spot pricing likely needs to move back up again before FID, I.e. banks and others are taking a risk on the current offtake being executed at prices higher than spot, they'd likely want to make the call when there's a smaller gap or no gap. Alternatively it could be as simple as things take time, some things are outside the control of the company. You're dammed if you don't release a timeframe and dammed if it slips a little, I'd much rather prefer a target it stated and slipped than no target.

Yes you need to lock in contracts with FID and funding and that is why you are seeing developers pushing back targets.
