I'm with CloudCap and others on this - they were not asked to underwrite for reasons already shared but I will throw another reason in the ring - this is G's way of repaying retail and wants as much available for them as possible, even moving into the shortfall period ahead, rather than an underwriter coming in to clean up the leftovers now and benefit from them in the not too distant future.
